“On 8 September 2006, the United Nations General Assembly unanimously adopted a Global Counter-Terrorism Strategy (Strategy) as the culmination of a multiyear effort by the Secretary-General to encourage all member states to accept and adopt a blueprint for a coordinated, consistent, and comprehensive response to terrorism at the national, regional, and global levels. This report provides an independent assessment of the challenges and opportunities for implementing the Strategy in the Asia-Pacific region.”
